TURKISH SAILING FEDERATIONto invite all nations to take part in the 50thOPEN BALKAN SAILING CHAMPIONSHIP to be held from 05th to 10th September2017 at the TEKİRDAG SAILING CLUB, TEKİRDAG, TURKEY.
1.1 The regatta will be governed by the Rules as defined in the Racing Rules of Sailing (RRS 2017-2020)
1.2 No National Authority prescriptions will apply.
1.3 The Class Rules of the relevant Classes will apply.
1.4 No Class Rule Changes will apply.
1.5 The language of the regatta will be English. If there is a conflict between the languages the English text will take precedence.
- [DP] [NP] ADVERTISING and IDENTIFICATION
2.1 Boats may be required to display bow numbers and/or advertising chosen and supplied by the Organizing Authority.
2.2 In accordance with the WORLD SAILING Regulation 20.4.3, athletes on board the boats ranking first, second and third in series at the beginning of that day shall:
- Wear yellow, blue and red bids respectively while racing; and/or
- Display dots on their sails in yellow, blue and red respectively while racing.
- The bids and/or dots will be provided by the Organizing Authority.
- ELIGIBILITY and ENTRY
3.1 The regatta is open to: Optimist Class for boys and girls, Laser 4.7 (open), Laser Radial W, Laser Radial M, Laser M, 470 M/W, 420 (Open), Techno 293 Plus M/ W and to competitors who comply with WORLD SAILING Regulations 2017 (Eligibility)
Participating crews in the regatta shall be designated by their National Authority. Each crew member of competing boat/board shall be national or ordinary resident on the nation where National Authority the crew intends to intends to represent is established. The photocopy of the Passport or resident ID will be taken at the entry registration.
Boats shall comply with the Class Rules and have a valid measurement certificate. The sail number shall conform to the Class Rules.
3.2 The participation in the Balkan Championship is restricted (as indicated in Part 4 Quota System).
3.3 Coaches, Team Leaders, and representatives from participating nations shall be Register at the Regatta Office before the first racing day. Every Nation Participating shall provide at theRegatta Office, with their national anthem on CD-ROM, for the Opening and Closing Ceremonies. (The National flags of the participating nations will be supplied by the Organization Committee.)
4.1 Classification requirements will apply (see RRS 79).
5.1 No entry fee will be required.
- REGATTA FORMAT
6.1 Optimist Class
6.1.1 Boats will be divided into fleets with nearly as possible equal size.
6.1.2 The initial allocation to fleets will be done by the Race Committee on 05 Sept2017.
6.1.3 Boats may sail an Opening Series followed by a Final Series.
6.1.4 Opening Series: 5 races are scheduled. At least 4 qualifying races shall be complete to constitute the Opening Series. An Opening Series race will not count until all fleets in the Opening Series have completed the same number of races.
6.1.5 All race scores from the Opening Series will be carried forward to the Final Series.
6.1.6 Final Series – 6 races are scheduled.
6.1.7 Boats will be assigned to Final Series fleets Gold, Silver and Bronze on the basis of their ranks in the Opening Series. There will be the same number of fleets in the Final Series as there were in the Opening Series. The Final Series fleets will have, as nearly as possible, equal size but none larger than Gold Fleet. Boats with the Opening Series ranks will race all final series races in the Gold fleet, boats with next-best Opening Series ranks will race in the Silver fleet, etc.
6.1.8 Any recalculation of Opening Series ranking after boats have been assigned to Final Series fleets will not affect the assignments expect that a redress decision may promote a boat to a higher fleet.
6.1.9 Single Series – If there are fewer than 80 entries, than regatta will be completed in one fleet with 11 races.
6.2 Youth and Olympic Class
The regatta will consist of Single Series with 11 races for Laser M, Laser 4.7(open), Laser Radial W, Laser Radial M, 470 M/W/X, 420(open), Techno 293Plus M/W classes.

7.2 No warning signal will be made after 16.00 on the last day.
7.3 No more than three races shall be sailed each day.
- [DP] [NP]MEASUREMENT, EQUIPMENT and DOPING INSPECTIONS
8.1 Each boat shall provide a valid Measurement Certificate. If the completed Measurement Form is a photocopy, its authenticity shall be confirmed with an original stamp and signature from the issuing authority. If a boat is to produce a measurement certificate in accordance with Racing Rule 78.2, she shall do so before 12.00 on 06 September 2017, Wednesday.
8.2 Pre-race measurements inspections will consist of at least stamping of the sails by the Measurement Committee of the regatta.
8.3 In accordance with the RRS 78, competitors are responsible for maintaining their boat, in accordance with the Class Rules.
8.4 Pre-race measurement inspections proceedings will be posted on the official notice board the day before the first day for these inspections and made available to the competitors, team leaders and coacher at the Race Office.
8.5 Equipment and doping inspections at random during the regatta may be organized.
9.1 Sailing Instructions will be available during registration at the Race Office. Other documents governing the event will published with the Sailing Instructions.
10.1 50th Open BalkanSailing Championship will be sailing on the following classes;
Optimist(Boys and girls), Laser(M), Laser Radial(M/W), Laser 4.7(M), 470(M/W/M), 420(M/W), Techno 293 Plus(M/W).

- THE COURSES
12.1 The course types will be Olympic trapezoid and/or Windward-Leeward courses and/orOptimist Class Course.
12.2 Courses will be set with race planned to be approximately 50 minutes duration.
12.3 ‘A’ course is for Techno 293 Plus class, ‘B’ course is for Optimist class, ‘C’ course is for Laser, Laser Radial, Laser 4.7, 420 and 470 classes
- PENALTY SYSTEM
13.1 RRS Appendix P will apply.
- INTERNATIONAL JURY
14.1 An International Jury will be appointed in accordance with RRS 91(b). The decisions of theInternational Jury will be final as provided in RRS 70.5.
15.1 The low point system of RRS Appendix A shall apply.
15.2 At least 3 races are required to be completed, a boat’s series score is the total of her race scores.
- a) When 3 races have been completed, a boat’s series scores is the total of her race scores.
- b) When 7 races have been completed, a boat’s series scores is the total of her races, excluding her worst points,
- c) When 11 races have been completed, a boat’s series scores is the total of her races, excluding her two worst points.
- COACH and SUPPORT BOATS
16.1 All coach and support boats will be registered with the Organizing Authority, at the Race Office and will be required to comply with local legislation and event support boat regulations. The Organizing Authority may refuse registration and accept later at their sole discretion.
16.2 Registered coach and support boats shall fly a flag with their three letter national code (see RRS G 1.1) clearly displayed or shall be permanently marked with a sticker of their three letter national code on each side of the boat or engine. The minimum of the letters shall be 200 mm. The letters will not be provided by the Organizing Authority.
16.3 Registered coach or support boats shall act as the assistance/rescue boats in case of need and shall comply with any instruction given by the Race Committee or the Organizing Authority.
17.1 Prices will be awarded to the first, second and third crews of each event by the Organizing Authority.The first crew of the final official ranking list of the 50th Open Balkan Sailing Championship will be declared:

18.1 Competitors participating in the 2017, 50thOPEN BALKAN SAILING CHAMPIONSHIP, entirely at their own risk. (See RRS 4, Decision to Race) The Organizing Authority and all parties involved in the regatta organization will be not accept any liability for material damage or personnel injury or death sustained in conjunction with or prior to, during, or after the regatta.
- [DP] [NP] MEDIA RIGHTS, CAMERAS and ELECTRONIC EQUIPMENTS
19.1 By participating in the regatta competitors automatically grant to Organizing Authority and their sponsors, the right in perpetuity to make, use and show, from time to time to their discretion, any motion picture and live, taped or filmed television and other reproductions of the athlete during the prior of the competition without compensation.
19.2 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the Organizing Authority.
19.3 Selected competitors may be required to attend a press conference.
20.1 Each participating boat/board shall be insured with a valid part liability insurance policy with a minimum cover of € 1.000.000.- or equivalent per event.
20.2 All coach and support boats shall have third party liability insurance policy with a minimum cover of € 1.000.000.- or equivalent per event.
20.3 During the registration at the Race Office, the photocopy of the insurance policies will be taken.
20.4 It will be possible to purchase a third party insurance covering the duration of the regatta at the registration.

23.1 Every participating Nation has to inform the Organizing Committee, (firstname.lastname@example.org) for the totalnumber of participants of their team, until 10August 2017, for the hotel reservations.
23.2 Every participating Nation has to inform the Organizing Committee, (email@example.com)of the names of their Team Leader, Officials & Support Personnel, International or National Judge, Competitors until 25 August 2017, so that the ID cards will be ready on their arrival.
23.3 The trailers, competitor boats, RIBs and out-board motors have the be listed at the ATACARNETs to clear from the Customs at the Turkish Borders.
